
The neighbors felt something wasn’t right. Rumors circulated as the community grew increasingly concerned about the noises emanating from a SE Portland home.
Portland Police Bureau officers responded to the call for help, with the assistance of Multnomah County Animal Services and Oregon Humane Society’s Humane Law Enforcement and medical teams. A total of 15 animals—13 dogs and two cats—were seized, including a young, exuberant, and easily overstimulated dog named Monte.
It was no surprise when the busy shelter environment proved to be too much for him. Monte was fearful of strangers and experienced barrier reactivity—barking and raising his hackles anytime someone passed by his kennel.
Staff quickly determined that Monte needed extra time and support before he would be ready to find a new home. To get Monte the tools he needed for a fresh start, he was enrolled into the Behavior Modification Program.
In the spacious, quiet kennels of OHS’ Behavior & Rescue Center, Monte began a new chapter. The predictability offered at our BRC gave him the chance to decompress and develop new skills.
Over time, he learned how to walk on a leash, accept affection, ride in a car, and many other seemingly simple routines that were entirely new to him. Through each new skill he learned, the once skittish and fearful dog slowly began to build his confidence and learn to trust the people around him.
Justice came full circle for Monte and the other animals on November 22, 2024, when their previous owner pled guilty to two felony counts of animal neglect. The former owners are now barred from possessing or residing with dogs, cats, or other domestic animals for 15 years.




Today, Monte is enjoying life with his new, loving family. Behind him are the days of concern and distrust, while ahead of him awaits the perfect balance of cozy naps and joyous adventure—including plans to travel the country with his new family by his side.
